Safety measures which were meant to be introduced at fuel oil depots following an explosion in 2005 have not been fully implemented, it has emerged.
Inspectors from the Scottish Environmental Protection Agency (SEPA) found that in nine depots in Scotland, not one "fully complied" with recommendations put forward after the explosion and fire at Buncefield fuel depot in Hertfordshire four years ago.
