Spending alert system recommended
The Scottish Government should set up an early warning system to notify MSPs of spending decisions, according to a report.
Spending above an agreed level - like £1 million for a one-off cost - should be notified to Holyrood's Finance Committee, it said.
The call came in a report by the committee on ways of improving parliamentary scrutiny of Scottish Government spending, currently £34 billion a year.
